I HAVE had under my careful consideration, in communication with the Board of Trade, your despatch No. 319 of the 16th July last respecting the issue of certificates of British registry to eleven vessels, the property of the Taku Tug and Lighter Company, a British Company registered in Hong Kong, but having its principal place of business in Tien-tsin.

The authority requested by His Majesty's Consul-General to issue such certificates should be granted.
